Bump deployment target to OS X 10.9

The latest version of VTE fails to configure without C++11 support so it's
another library after Scintilla which needs libc++. Having 2 different
deployment targets for the GTK3 and GTK2 versions is just annoying
for development so let's bump the deployment target to simplify things.
