I don't think so because I don't open xming using the command line. I just click on the xming icon in windows to open it.

What OS is Geany running on? Does any other GTK+ applications' (ex. GIMP, Pidgin, etc) clipboards work in this environment? If both ends are running Windows, you could probably use some other VNC program (like the builtin Remote Desktop feature in Windows) and just run Geany natively on the remote machine, this should not show any issues with the clipboards.
