That is, they've remained open for a long time and I haven't had to open
them. When files are constantly edited like that the list just ends up
showing inconsequently files that were only looked at for short
periods. Whenever a new file is added to the recently used files list,
all files that are currently open should be shifted to the top of the list.

Suggest changing "Recent Files" menu item label to "Open Recent"
like at least several programs here do. IIRC it was the default label on the GtkRecentAction that was wiped-out without replacement (AFAIK) in the famous Mass-Deprecations of 2013.
@Ken, just in case you didn't see it, you can increase the number of recently opened files show in the preferences dialog, it might be a workaround at least.
