It opens ok with no encoding.

Can I set something so I don't have to pick no encoding every time I want to open an .ini file?

You most likely have the wrong encoding. Nothing in a .ini specifies
the encoding so it has to be detected (ie guessed) or the system
encoding used. You can set the encoding to open the file with in the
"more options" section of the open dialog.
