Grrr, there seems to be a bug in one of the Autotools in the CI systems. install.sh is copied build-aux but configure doesn't check that folder, apparently.

4898b3e0e068b52c40e818fe7154f8385bc44ab6 Allow autogen.sh to be run in a seperate build directory
Confirm this stops the `INSTALL` change from `autogen.sh` and po changes from `make install` on my system.
Given one confirmation (thanks!) and no other feedback, I'm merging this.
