Well, it won't help with #1464 since that really wants configuration per filetype, ie all `.md` files or all [whatever other filetypes need to keep trailing spaces] without needing any plugins.

Note that it would need a UI for per file, only being settable by a foreign plugin is less likely to see it accepted.
