I can't test on Windows 10 (I don't have it), but I can reproduce it on a Windows 8 release preview indeed if I select the États-Unis International input method. However, it's totally not limited to Geany here, and the same happens in the Explorer's search field, IE, Notepad, etc.
So… is the problem you see limited to Geany? If it seems to be, could you check other GTK2 programs, like Gimp, Pidgin, Gajim or alike, and see if they also suffer from the issue? If another (or all) of those suffer from the same issue, it's probably a GTK issue that should be reported there.
