Ctrl+mouse wheel to zoom the current tab only is standard behaviour, try it in your browser.
Actually it's shifting: current Firefox is applying zoom to the current website (not even web page), which might be displayed in several tabs, in which case it applies to several tabs.
And I tend to agree that in many situations if you want to zoom in, you'll likely want to zoom all tabs you'll display rather than only the current one, as the font will be the same in all tabs anyway. I don't use that feature often, but I understand it could make sense to just apply a global zoom instead of a per-tab one.
I guess the easiest is indeed adding a setting somewhere, and I don't think the feature warrants adding a separate keybinding.
