if you are talking about the requirement being of a terminal like xterm,
then, cmd is not a terminal either. it's a kind of shell in windows.
the terminal on windows in conhost.
you can verify this by running both these commands in other terminals, cmd will start this shell in that terminal, while conhost will launch a new window for this terminal.
