Usability should have a priority over appearance IMO.
For me, configurability is the highest priority. User should be able to choose what he likes (a theme, if we discuss UI) and configure subtle nuances to his taste. I managed to set up Geany on Windows to my taste, but it was complicated, and required intensive search and a help from community (elextr-kun helped very much :)
