it is a txt files. how i can find their encoding?
By checking whether the result looks alright when you load it in the given encoding (using "File->Reload as").
I suspect that the correct encoding for the dictionary files is UTF-8 (like everything else these days) and you used 8859-7 instead (these region-specific encodings are used rarely now as UTF covers all languages).
