$ find _build/ -type f -name \*po
_build/po/stamp-poRegarding
INSTALL, I think it might have to do with the Automake version installed on the system.
Confirmed:
$ git ls-files -m
INSTALL
$ automake --version
automake (GNU automake) 1.16.1
