Sounds normal, if I scroll a 5000 line C file up and down I can have up to somewhat more than 120% for a few seconds. However that does not freeze Geany.
Apps like xfce4-taskmanager or system-monitor or other similar are sampling and averaging CPU which results in usage being smeared, and unless you can show only the Geany cpu usage it will include the graphics driver CPU and OS CPU.
