If the tab is not displayed, clicking on the tab switches the tab contents, so the content widget is displayed and selected and so up and down arrow moves the selection in the content.
That is not true.
Example: If the tab-title Documents is in focus: Click 2x on the tab-title Symbols, then click on the tab-title Documents.
