A lot of bug reports are missing key information and/or do not sufficiently describe the problem/enhancement so we have to have several comments trying to drag more information out of the reporter. I think an Issue Template could help people submit more useful bug reports the first time.
We could also do similar for contributing guidelines, perhaps adapted from the HACKING file.
