I don't understand the problem: it defaults to use the system language (if it doesn't this is a bug AFAICT), and allows the user to change the language by simply setting an environment variable using the shortcut, a batch script, or any of the other ways, including not having it popup command prompt window.

IMO, this issue should be closed, unless I misunderstood what it's asking for.
