Copying and pasting these four characters crashes Geany 1.36 consistently:

- Opening the file doesn't crash Geany, but _pasting_ it does.
Steps to reproduce issue
1. Copy from Original source: Mailing address at bottom of <https://videocityinc.com/edit/>
- optional: Paste into a new text file in `nano` to reproduce issue later (copy from there instead of step 1)
- copy the whole thing from nano or copy just the 4 characters (using GHex)
2. Paste it into any open text file in Geany.

Geany has a handy action in its editor context menu 'Open Selected File' which will parse text under cursor to get a file-path and then open the file in a new tab. This is very useful when opening some file references like those in include directives etc.
It'd be nice if this action were also able to parse out a specified `:line` number from the file reference, like:
```
../geanyvc/src/geanyvc.c:2660
```
Then it would position the opened file onto the `:line` number.
This is very much similar how it's often done with source-file references in compilation errors. It saves time locating the line in question. In Geany context this could be helpful also with source-file references when translating po-files.

So I tried to just get the regex parser compile and run but it turned out that it requires so many changes in ctags itself that it's just impossible to perform without the complete ctags sync. So the first patch is a huge blob which gets all the upstream changes (no way to get this more granular) on top of which I applied the Geany-related changes. Regex parsers using GNU regex work, at least on linux (not sure about Windows - someone has to get it compile there if it doesn't work).
This was hell a lot of work and something I don't want to do in the future in this form. So in the subsequent patches I tried to minimize Geany-related diffs to the absolute minimum, even if it meant adding and compiling more uctags code (which we'll never actually use). I'd say the result is quite nice, the diffs are really minimalistic and easy to locate in the code. The upstream commit against which this is made is
7dd02539554a81aa39b49ce8df9d4511f92d9f4f
which is already several months old but this is the one against which we have the parsers synced (in fact, it's against https://github.com/techee/ctags/commit/915d69794cd90af9a2e577dd57dd888341ee… to have this fix applied). The best way to review this pull request is to make a diff in meld against this commit in uctags - the diff is really small - and also having a look at the patches excluding the first one which is just unreviewable.
I'd really like if this could get merged soon because I don't want to get again to the state where I have to merge multi-year diffs from uctags. My proposal is that I'd prepare a patch at the beginning of every Geany release cycle which syncs it with uctags (by just taking the current uctags code and applying Geany diffs on top of it) so it gets tested during the development cycle. If we make releases 3 times a year, the diffs shouldn't be so huge and much more easily manageable.

Currently using Fold All in Geany recursively folds every code block in the editor, it would be nice to have an option to fold only the top level of code blocks.

1) Create a path with unicode characters (cyrillic, for example) under Windows, and a some file (with a some content! For example, "ABCDE"):
C:\dev\слово\src\file.py
2) Open console and go to the C:\dev\слово\src\ folder.
3) Launch Geany from command line with the file name as the parameter:
C:\your_installation_path\bin\geany.exe file.py
4) Geany opened an empty file instead of the file with the "ABCDE" content.
In the log messages the path is "c:\dev\слово\src\file.py" instead of normal "C:\dev\слово\src\file.py"
5) But, if you launch geany with the full path to the file
C:\your_installation_path\bin\geany.exe C:\dev\слово\src\file.py
all will be ok. We can see the file content: "ABCDE"
The log messages show the right file path: "c:\dev\слово\src\file.py"
So, geany can't detect default working dir under Windows. And you can't use geany in your workflow with unicode characters in paths.

Hi, the latest (1.37) geany now has a problem editing markdown files in that the text that is shown in bold font appears to confuse the cursor positioning. i.e. click at some position within some bold text and then a second or so later the cursor jumps from the clicked position to the location that will be altered if you then type. Built on a Ubuntu 16.04.7 system using GTK+ v3.18.9 and GLib v2.48.2 runtime libraries.
As a workaround, is it possible to turn off the font change within the editor while still keeping the mode as markdown?

Loosen the G-P Windows installer version check for Geany to require only a matching major and minor version, i.e. we now ignore the patch level.
So for example, Geany-Plugins 1.37 can be installed for Geany 1.37.1 without warnings.
