What do you understand under turn on? You can check for debug output
inside
the help menu entry. Also by using the --verbose switch you can print the
debug output to std out.

I'm used to having to use a command line option or internal variable to enable debug reporting. I guess that since Geany is in rampant development, having deub reporting on all the time for now is a good idea.
