Good question… it's weird, but it seems to involve `__`: http://docutils.sourceforge.net/docs/user/rst/quickref.html#internal-hyperlink-targets (see also `anonymous__` [in the *Inline markup* section](http://docutils.sourceforge.net/docs/user/rst/quickref.html#inline-markup)).
