Just stumbled upon this:
https://github.com/libav/c99-to-c89/

Used by FFMPEG/libav (at least it looks like it from Github repo). That 
might be an option for super old platforms to build C99 code, although 
it requires an additional step in the build process.

Note: I just happen to find this in a related web search and I've never 
tested it nor can I attest to whether it works or is hard to build or 
use or anything.
